Tobin's blathering and Spadaro's tweet are simply two recent manifestations of the Vatican's plan to dumb down Catholic intellectual life to pave the way for Amoris Laetitia and other future demolitions of faith and morals. I just put up a piece about that myself.

Truth is not evolving in a linear fashion, from point alpha to point omega, as these heretics would have it after Teilhard de Chardin.
God has known the end from the beginning. He was not surprised and changed by the sexual revolution. Man whom He created did not suddenly became less capable to understand, follow, and benefit from His divine law.
Bergoglian movement forward, in step with current sodomites, is a movement away from God. This is not evolution of doctrine. It is rejection of doctrine. This is not alleged evolution of God, with His co-creator, man. This is rejection, crucifixion of God all over again. By rejecting and mocking the faithful, these people reject and mock God.
Their sexual permissiveness followed by celebration of perversion of God's creation in the name of mercy is really the embrace of Sodom in the name of Satan. They show no tolerance toward us, who oppose them.
But God is just and merciful to us.

It's both/and as any well educated Catholic knows, The Person and the doctrine. They set up these false dichotomies so they can act like they are "doing something". All they do is divide. This reminds me of the climate in Protestantism which is all about the false dichotomy, the false "being right" over against the other. Of course we all can see where that has led, division after division, infinite.

Right in line with the Nu church and it's theme "celebrate life", promoting "live life to the fullest, and do what thou wilt... as long as it doesn't bother us or doesn't go against what we want".
