According to all sorts of dictionaries, the word "encounter" is usually used to describe an unexpected meeting or a meeting with someone hostile.
Progressives avoid thought, and lean toward the absurd. Why not use the word "meeting"? - especially when one presents himself as a man of the people? Ah, but "meeting" is a thing of the past. In the brave new world we encounter. We do not talk and and debate, we dialogue.
