However you interpret that is for you to interpret it.

This doesn't surprise me. These shenanigans have been going on before many conclaves. I suspect that the Rhine gang was working overtime, before the 58 conclave, to have Angelo Roncalli, a vacillating malleable individual, elected. Within three months Roncalli (John XXIII) announced his intention of calling a council. And the rest, as they say, is history.....
